The City of Prescott incentive policy allows staff to evaluate each project on its own merits and where appropriate, offer incentives.
Job Training Programs
The Arizona Job Training Program aims to create quality employment opportunities, increase skill levels and raise the per capita income of Arizona residents. Reimbursement grants are available to businesses that are expanding or newly locating in Arizona. Applications are accepted year round. Final approval is based in part and not limited to the following criteria:
- Amount of wages and benefits paid
- Number of jobs created/trained
- Location of jobs (urban, rural or Enterprise Zones)
- Use of local labor force
- Total cost of training
- Training cost per employee
- Matching funds from business
- Ability to leverage other job training resources
- Affiliation with GSPED* Clusters** such as:
- Bio-industry
- Environmental Technology
- Food, Fiber & Natural Products
- High Tech Industries
- Minerals & Mining
- Optics
- Plastics & Advanced Composite Materials
- Senior Industries
- Software
- Tourism
- Transportation & Distribution
*Governor's Strategic Partnership for Economic Development
** Clusters are geographic concentration of interdependent, competitive firms in related industries.
Examples of costs that may be reimbursed by Arizona Job Training Program include:
- Program design fees
- Development, purchase or production of training materials
- Trainer fees
- Customized software training
To Qualify for the Job Training Program, an Arizona business must:
- Meet or exceed the average annual county wage for positions being created and/or trained. The average annual wage rate for all rural counties is $16,748 for the year 2004.
- Pay into the Arizona Job Training fund, unless exempt under A.R.S. Sec. 23-769.
- Meet the required match, at least 25% for net new awards and/or at least 50% for incumbent awards.
- Maintain or exceed its current level of expenditures for training and will not count the funding under the program toward this commitment.
