City of Prescott City Council Meeting Tuesday July 27, 2010
In attendance: Mayor Kuykendall, Councilman Blair, Councilman Hanna, Councilwoman Lopas, Councilman Lamerson, Councilwoman Suttles, Councilwoman Linn
CONSENT AGENDA
Council awarded a contract, not to exceed $100,000 citywide, to Asphalt Paving & Supply for aggregate materials.
Crafco, Inc. won a contract from Council (in accordance with ADOT contract T0721A0067), not to exceed $100,000, for asphaltic rubber crack sealant.
Council gave their approval to purchase a truck-mounted attenuator from Highway Technologies for $22,965.55.
Council passed the Adoption of Resolution #4032-1102, accepting a grant from the Governor's Office of Highway Safety to support officer overtime, employee related expenses and purchase of equipment necessary to support highway safety.
Council passed the Adoption of Resolution #4031-1103, authorizing the City of Prescott Police Department to enter into an Intergovernmental Agreement with the Maricopa County Sheriff's Office to enhance the effectiveness of law enforcement by increasing information sharing related to crime and criminal activities through participation in the AZLink Program, and grants the Mayor and staff the authority to take any and all steps necessary to achieve success in this matter.
Council passed the Adoption of Resolution #4033-1104, authorizing the City of Prescott to enter into a Right-of-Way Agreement with the State of Arizona, Arizona State Land Department, for the Northwest Tank Public Safety Communication Tower Site, and granting the Mayor and staff the authority to take any and all steps necessary to achieve success in this matter.
REGULAR AGENDA
Council approved by a unanimous vote the allowance for a liquor license for The Club at Prescott Lakes, 315 E. Smoketree Lane.
Council unanimously authorized a budgeted payment of $146,715 for automated materials handling equipment at the Prescott Public Library to Tech Logic Corporation.
Council unanimously approved to adopt Ordinance 4753-1104, amending Chapter 15-1-12: Vehicles, Speed Limits and Parking, of the Prescott City Code by adding sections thereto for regulating parking areas and fees under the jurisdiction of the City of Prescott Parks and Recreation Department. This ordinance also imposes fines on those who violate the ordinance, and grants the Mayor and staff the authority to take any and all steps necessary to achieve success in this matter.
Council approved by a 5-2 vote the adoption of Resolution # 4031-1101, granting the application for and acceptance of federal Transportation Enhancement grant funds through ADOT for a separated grade crossing for the City of Prescott's Peavine National Recreation Trail, and grants the Mayor and staff the authority to take any and all steps necessary to achieve success in this matter. Hanna and Suttles vote against.
Council unanimously approved to adopt Ordinance #4754-1105, dedicating a right-of-way across the Peavine Trail for public access purposes and authorizing the Mayor and staff the authority to take any and all steps necessary to achieve success in this matter.
Council unanimously approved a right-of-entry and temporary construction easement for the Peavine Trail and Granite Dells Estates.
Council unanimously approved a license agreement with Granite Dells Estates Properties, Inc.
Council approved by a 5-2 vote the adoption of Resolution #4035-1105, granting the application for and acceptance of federal Transportation Enhancement grant funds through ADOT for a separated grade crossing for West Gurley St. enhancements (Cory Ave. to Plaza Dr.), and grants the Mayor and staff the authority to take any and all steps necessary to achieve success in this matter. Linn and Hanna vote against.
Council unanimously approved to adopt Resolution # 4036-1106, to declare as public record that a specific document filed with the City Clerk and entitled "Chapter 2-13, Field Operations Department; Solid Waste Division of the Prescott City Code."
Council unanimously approved to adopt Ordinance #4755-1106, to amend City of Prescott City code whereas, delete Chapter 2-13, Solid Waste Department, and adopt by reference that specific document entitled "Chapter 2-13, Field Operations Department; Solid Waste Division of the Prescott City Code" (note Resolution #4036-1106, above).
Council unanimously approved to adopt Resolution #4037-1107, to rescind Resolution #3405 and adopt a new valuation table and methodology for calculating fees for the Solid Waste Division.
Council reviewed and unanimously approved and ratified the 2003 Plat adoption for the Crossings at Willow Creek (Residential).
Council discussed and unanimously approved the continuing with two regular voting meetings a month, as previously adopted in Resolution #4001-1031.
Council postponed the August 24 City Council meeting to August 31 (due to a scheduling conflict with the Annual Conference of the League of Arizona Cities and Towns).
Council unanimously approved the acceptance of a Federal Aviation Grant for $186,405.75 and authorized the application for a grant from ADOT's Aeronautics Division for $4,905.42, for construction of airport pavement preservation and markings.
Council unanimously approved to adopt Ordinance #4756-1107, to quitclaim a certain municipal right-of-way consisting of a portion of Lorraine Dr., located north of Robin Dr., and grants the Mayor and staff the authority to take any and all steps necessary to achieve success in this matter.
Council unanimously approved to adopt Ordinance # 4757-1108, to abandon existing water line easements and pipeline right-of-way north and west of Robin Dr. and Lorraine Dr. (specifically located on the current Assessors Parcel Numbers 106-07-030, 106-07-006, 106-007-003 and 106-07-002E as shown on Exhibits A, A1 and A2) and accepting a grant of water line easement with the right of ingress and egress to and from the same across the property (as shown on Exhibits B and B1) water line easement and record of survey, and grants the Mayor and staff the authority to take any and all steps necessary to achieve success in this matter.
