Draft Airport Minimum Operating Standards
The City of Prescott owns and operates Prescott Municipal Airport (Ernest A. Love Field) for the benefit of the local communities and the state and national air transportation system. The City desires to ensure that the public receives a safe and reasonable standard of aeronautical services and that a fair and reasonable opportunity is provided, without discrimination, to all qualified parties interested in leasing facilities and providing commercial aeronautical services at the Prescott Municipal Airport. In furtherance of these desires, the City of Prescott has drafted these Minimum Operating Standards for commercial aeronautical activities occurring at the Prescott Municipal Airport in accordance with applicable federal, state and local guidelines. Public comment relating to this document (below) may be submitted prior to January 31, 2008 to the City of Prescott, Airport Administration, 6546 Crystal Ln, Prescott, AZ 86301. This is the second of three anticipated public comment periods. A public meeting will be held on January 22, 2007 at 1:00 PM at the Airport Administration Building Upstairs Conference Room to discuss these standards.

The Prescott Municipal Airport (Ernest A. Love Field) is owned by the City of Prescott and operated by the Airport Department. The function of the Airport Department is to plan for, provide, operate and safely maintain an aviation facility adequate to the needs of the flying public and to keep the airport as a self-sustaining enterprise.

Economic Impact Study
In 1998, an Economic Impact & Aviation Services survey was conducted by Embry-Riddle Aeronautical University. The results of this survey concluded that the total direct economic impact of aviation activities at the Prescott Municipal Airport exceeds $41 million per year. Coupled with indirect and multiplier effects this total is estimated to be approximately $85 million per year.
The economic impact of an airport is a measure of the benefit it provides to the community. These benefits include the jobs, wages, and expenditures that occur at the airport.
The direct impact is comprised of revenue derived from airport users including recreational pilots, air carriers, government installations, educational institutions, flights schools and maintenance operations, etc.
The indirect impact is associated with transient or non-based aircraft and is derived from the charges paid, time & cost savings, and expenses related to food, lodging, ground transportation and similar outlays that pilots and passengers using the airport spend in the community. This money continues to circulate in the community effectively “multiplying” its impact.
