Water & Sewer Improvement Districts

An improvement district is a financing method for making public street, water or sewer improvements in a neighborhood.

Formation of an improvement district begins with a petition request from neighborhood property owners. Next, the City evaluates the request. If a majority of property owners within the area in question support the project, it can proceed.

Property owners who benefit from installation of the improvements pay for them through special assessments levied on their property. Assessments are payable in annual payments, over a term of up to 20 years.

Current/Proposed Improvement Districts

  • Prescott North (Sewer)
    On May 22, 2007, Council approved an agreement with Civiltec Engineering, Inc., for Phase II engineering services, to bring North Prescott design plans to the 30% level of definition required by Arizona Revised Statutes to be able to consider adoption of a Resolution of Intention to formally proceed with improvement district formation. Civiltec has completed their design work, and is now refining cost estimates for several alternative system configurations and preparing information for a public presentation in January, 2008.
